Il-MPE jappoġġjaw l-irtirar tal-UE mit-Trattat tal-Karta tal-Enerġija

A joint panel of MEPs from the Industry, Research, Energy and International Trade committees has advocated the European Parliament’s consent to an EU withdrawal from the Energy Charter Treaty (ECT).The recommendation was adopted with 58 votes to 8, with 2 abstentions. Parliament as a whole will hold a vote during its 22-25 April session in Strasbourg.

Jekk il-Parlament japprova, il-Kunsill ikun jista' jadotta d-deċiżjoni b'maġġoranza kwalifikata. It-Trattat dwar il-Karta tal-Enerġija (ECT), stabbilit fl-1994 biex jirregola l-kummerċ u l-investiment fis-settur tal-enerġija, sar punt fokali għall-kontroversja. Il-Parlament Ewropew esprima wkoll il-ħtieġa għal ħruġ f'riżoluzzjoni adottata fl-2022.

Rapporteur for the Trade committee Anna Cavanzzini (Greens/EFA, DE) said: “Today’s vote is a major step in the right direction. The EU is finally withdrawing from the climate-hostile Energy Charter Treaty. In view of the climate crisis, the EU must become a climate-neutral continent as quickly as possible. Now the fossil dinosaur treaty finally no longer stands in the way of consistent climate protection, as we no longer have to fear of corporate lawsuits for billions of euros in compensation before private arbitration tribunals”.

Ir-Rapporteur għall-Kumitat għall-Industrija, ir-Riċerka u l-Enerġija Mar Botenga (Ix-Xellug, BE), qalet: “It-Trattat tal-Karta tal-Enerġija jippermetti lill-multinazzjonali tal-fjuwils fossili jfittxu lill-istati u lill-Unjoni Ewropea jekk il-politiki dwar il-klima jaffettwaw il-profitti tagħhom. F'nofs kriżi klimatika, din hija kontradizzjoni, minbarra li tiswa ħafna flus għal dawk li jħallsu t-taxxa. Mas-soċjetà ċivili, inbena moviment sinifikanti biex joħroġ minn dan it-trattat. Ninsab kuntent li llum nara din il-mobilizzazzjoni tagħti l-frott. Issa huwa meħtieġ li jitħaffu l-investimenti pubbliċi fl-enerġiji rinnovabbli.”

It-Trattat tal-Karta tal-Enerġija (ECT), ftehim multilaterali ffukat fuq is-settur tal-enerġija, ġie stabbilit fl-1994 biex jiffaċilita l-kooperazzjoni internazzjonali u jipprovdi qafas għall-protezzjoni tal-investiment, il-kummerċ, u s-soluzzjoni tat-tilwim fil-qasam tal-enerġija. Madankollu, baqgħet fil-biċċa l-kbira l-istess mis-snin disgħin, u saret skaduta u wieħed mill-aktar trattati ta’ investiment litigati fid-dinja.

The Commission now proposes a coordinated withdrawal by the Union and its Member States, as it considers the Treaty to be no longer compatible with the EU’s climate goals under the European Green Deal and the Paris Agreement, predominantly due to concerns over continued fossil fuel investments.
